- Design new programs, projects and concepts in coordination with program/project managers and in line with AFGA strategic plan, and submit to CEO and Board of Directors (BoD) for review and approval.
- Assist CEO in reviewing existing AFGA strategic plan, recommend amendments and in presenting the amendments to AFGA BoD and Donors, as required.
- Responsible for developing program implementation strategies, plans and budget in consultation with Program Managers, Finance Manager and other concerned department heads, and present it to CEO, SMT and BoD for review and approval.
- Lead the implementation of programs and projects through program/project managers and ensure achievements of programs/projects targets as per agreed quality and timelines.
- Track progress against project targets on monthly basis and report to CEO as per agreed format and details.
- Present program/projects implementation progress to BoD during board meetings and donors as required.
- Provide technical and management support to program team in daily operations to ensure smooth program implementation.
- Make sure that findings and recommendations of Internal Audit, M&E, External Annual and Projects Audits are implemented within the given timeframes. Keep track of the implementation of these recommendations and report the progress to CEO.
- Coordinate and make sure that staff are recruited for new projects/programs well in time and that new staff receives proper orientation and support.
- Make sure safety and security of program department staff and assets, in close coordination with AFGA Security Officer and that any security incident is reported immediately.
- Review periodically program implementation and service delivery to ensure effectivity and efficiency at all levels. Recommend amendments and revisions accordingly.
- Develop project proposals, concepts and budget in coordination with program managers, finance manager and other relevant departments, get it reviewed by CEO and submit to donors.
- Follow up with concerned donors and respond to questions/queries on proposals and concepts.
- Prepare program/project progress reports for CEO, donors, government line ministries, and submit as per agreed timelines, formats and details.
- Establish and maintain excellent working relations with AFGA donors and stakeholders to attract their support and confidence to AFGA.
- Search for and identify new domestic and international potential donors for AFGA to ensure expansion of donor base for different AFGA interventions/projects. Communicate, discuss and negotiate possibilities of new partnerships and funding opportunities.
- Enhance communication with existing donors to attract their support and enhance mutual trust.
- Support CEO in donor relation and representation of AFGA in national and international forums, meetings, and discussions
- Support CEO in all advocacy efforts at national and international levels and prepare advocacy documents in coordination with relevant department at AFGA.
- Ensure that projects are registered in Ministry of Economy (MoEC) online portal, reports are prepared and submitted to MoEC and other relevant line ministries/directorates/departments.
- Develop and submit MOUs to MoPH, present programs/projects to MoPH officials and follow up to make sure that the MOUs are signed as quickly as possible to avoid disruption and delay in program/projects implementation.
- Attend relevant meetings at MoPH, MoEC, other relevant ministries and departments and ACBAR to represent AFGA. Follow up to ensure implementation of the decisions.
- Travel to project sites, meet relevant government officials, stakeholders, partners and communities to discuss relevant issues and get their feedback about AFGA services. Report to CEO on findings and recommendations.
- Support AFGA regional/provincial offices in advocacy efforts as and when required.
- Develop advocacy and communication materials such as success stories, articles for newsletters etc. in coordination with Communication Department and ensure its wide circulation through AFGA communication channels.
- Attend AFGA Senior Management Team (SMT) and BoD meetings as guided by CEO to represent program department and contribute to meeting discussions and decisions.
- Support CEO in developing new and reviewing/revising existing policies, strategies, manuals and Standard Operating Procedures (SOPs).
- Support CEO in preparations of materials for Board and General Assembly Meetings and in organizing these meetings.
- Ensure that program related procurements are done in line with AFGA procurement policy well in time to avoid any delay and disruption in service delivery.
- Master Degree in Public Health (MPH), or any other medical related degree is required. Candidates with MPH/MD and MBA degrees will be highly preferred.
- Minimum of 10 years of professional work experience in program/project management, project design and implementation in reputable organizations, preferably with NGOs.
- Experience of writing technical project proposals, concepts and budget
- Experience and ability of development of strategies, policies, procedures and manuals.
- Knowledge and understanding of government laws, regulations and procedures.
