Peace and Security Cluster The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. It is led by the Director, who has overall authority and accountability for the performance PSC on behalf of its clients. The Director is responsible for administering and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.UNMAS AfghanistanThe United Nations Mine Action Service programme in Afghanistan (UNMAS Afghanistan) supports the coordination of the Mine Action Programme of Afghanistan (MAPA) through the operation of the Mine Action Technical Cell (MATC). Thereby and through political and humanitarian dialogue, it contributes to the protection of the civilian population from the threat of explosive ordnance, including in hard-to-reach areas. UNMAS Afghanistan is a programme under the overall direction and oversight of UNMAS New York and implemented by UNOPS under the Financial Regulations and Rules of UNOPS.Under the direct supervision of the Head of Project Unit (HPU), the Operations S...Under the direct supervision of the Head of Project Unit (HPU), the Operations Senior Officer - Coordination will be responsible for the following duties and responsibilities:Support the HPU in coordinating the activities of MATC by acting as the technical focal point.Review and assess the work of the MATC from a technical perspective, including through monitoring missions, and recommend improvements to the UNAMA Chief of Mine Action Section (CMAS) and the HPU.Support the CMAS and the HPU in the liaison with key MATC stakeholders (e.g. the Directorate of Mine Action Coordination), including by preparing progress reports and providing other information as required.Analyse data and latest mine action trends across Afghanistan and advise the CMAS and HPU on emerging needs to enable advocacy and resource mobilization, and review concept notes and project proposals from a technical perspective.Support the HPU in the development and technical review of solicitation documents, including statements of works, terms of references and other documents. Participate in the evaluation of project proposals as part of competitive solicitation processes.Assist in overseeing, monitoring (including through field missions) and providing technical advice and support to all UN Voluntary Trust Fund for Mine Action (VTF), Central Emergency Response Fund (CERF) and Afghanistan Humanitarian Fund (AHF) funded projects, as well as their contractors and implementing partners to ensure contractual/grant conformity and compliance with international/national mine action standards and working procedures.In close collaboration with the relevant MATC departments, coordinate external quality assurance activities relevant to all activities carried out by UNMAS Implementing Partner(s) and – based on the result of external quality assurance visits - establish and implement lessons in support of continuous improvement of mine action operations.Attend various humanitarian coordination meetings (e.g. UNRT, Protection Cluster, etc.) and share information on mine action needs and activities, as well as support UN agencies and other stakeholders (including NGOs) with the provision of technical advice and planning support.Identify and report opportunities to develop or enhance existing working practices with external stakeholders, as well as within the UNMAS Afghanistan Programme.Assist in the preparation of briefing documents and organizing project site visits for donors and other stakeholders.Education: Master degree (or equivalent) with two years of relev...Education:Master degree (or equivalent) with two years of relevant experience is required ORBachelor's degree (or equivalent) with four years of relevant experience is required.An EOD Level 3 qualification from a recognized organization, in accordance with international standards, or an equivalent, is required.Knowledge of International Mine Action Standards (IMAS) is required.ExperienceRelevant experience is defined as experience in project management within the humanitarian mine action (HMA) sector, including the planning and execution of operations.Experience engaging with government entities and regional or local authorities is desired.Computer literacy, particularly experience with using MS Office and IMSMA, is required.Demonstrable knowledge and experience with QA and QC processes within Mine Action is desired.Language● Intermediate in speaking, reading and writing skills of English language is required.● Fluency in Dari and/or Pashtu is required.Treats all individuals with respect; responds sensitively to differences and enc...Treats all individuals with respect; responds sensitively to differences and encourages others to do the same.
