- Plans, implements, and supervises all technical activities of the BPHS project (SAFE)
- Assists project manager in planning of major activities.
- Closely oversees performances of technical units including all components of BPHS in HFs, RMNCAH, CBHC, HMIS, EPI, CDC, HQIP, Pharmaceutical, Surveillance, contact Tracing and vaccination program.
- Arranges meetings with all technical staff (managers and officers) and supervisors to discuss on program progress and problems on weekly basis.
- Technically assists the project supervisors and officers in the planning and implementation of the project.
- Technically assists his/her subordinates in effective and timely completion of their assignments.
- Closely monitors the trend of P4P indicators achievements VS the target of BPHS (SAFE) project and ensures the specified targets of the project indicators are achieved.
- Ensure the maximum target value of each P4P indicators has been achieved on each HF level.
- Support HFs with low performances and to do RCA and developed a comprehensive action plan for addressing the gap and improve the performances.
- Regularly supervises/monitors the performances of health facilities to make sure the project activities are performed in line with BPHS (SAFE) requirements.
- Ensures availability of MoPH's policy documents, protocols and guidelines at the project sites/health facilities.
- Ensures that clinics'-based staff are provided with regular constructive feedbacks and recommendations.
- Takes active part in epidemiological activities at the provincial level.
- Prepares, daily DHIS2, monthly updates and quarterly reports of project and submits them to Project Manager for review in a timely manner.
- Ensure SAFE training plan is being implanted based on the approved timeline.
- Ensure mSupply is being implemented with close support of AFIAT/MSH.
- Follows SAF's policies, procedures and objectives; continuous quality improvement initiative works/ performance.
- Conducts need assessment of medical and non-medical equipment and accordingly assists the operation unit by providing it with the required information on the specifications of medical and non-medical equipment.
- Identifies the problems and makes decision for timely solving of the problems which can negatively affect the project implementation and accordingly reports the issue to the project manager.
- Conduct regular weekly and monthly technical meeting with all technical staff of the provincial office, provide minute and remedial action plan for addressing the possible gaps.
- Actively participates in all relevant coordination meetings with MoPH, community members, UN and other NGOs at the central and provincial levels.
- Takes timely actions for filing the vacant positions of the clinical staff and technical staff of provincial office.
- Maintains an effective communication and coordination with all concerned stakeholders at the provincial level.
- Performs any other duties assigned by Project Manager/HQ level higher management.
- Medical Degree and a master's degree in public health or medical field is an advantage and 10 years of experience managing health programs.
- Should be familiar with the health system and standards for provision of primary and secondary health care services (BPHS and EPHS) in Afghanistan.
- Excellent language skill of English, Dari and Pashto.
- Very good computer skills, MS- Office Package (Word, Excel, Access and Power Point)
- Excellent time management skills.
- Ability to perform multiple tasks simultaneously.
