- Ensure timely, cost-effective, and compliant procurement of goods, works, and services.
- Supervise the preparation and monitoring of Procurement Plans (PP) for all active projects.
- Ensure all procurement processes comply with donor rules, internal SOPs, and humanitarian principles.
- Manage supplier prequalification and maintain updated supplier databases.B. Fleet & Transport Management- Oversee vehicle fleet, including rental contracts, maintenance schedules, and driver management.
- Ensure optimal use of vehicles and fuel monitoring systems.
- Guarantee compliance with security guidelines for staff movements.C. Warehouse & Asset Management- Supervise stock management, including pharmaceuticals and medical supplies, in line with SOP 37.
- Ensure proper asset registration, tagging, and periodic inventory checks.
- Oversee warehouse safety, security, and temperature/humidity monitoring systems.D. Compliance & Reporting- Ensure all logistics files and documentation are archived according to donor and audit requirements.
- Produce periodic logistics reports, including Supply Chain Challenges & Mitigation Measures.
- Participate in budget planning to ensure adequate logistics resources for ongoing and new projects.E. Coordination & Representation- Act as the focal point for logistics with donors, partners, government authorities, and suppliers.
- Coordinate closely with Finance, Programs, and Security for operational planning.
- Represent the organization in the Logistics Cluster and relevant coordination meetings.F. Team Management & Capacity Building- Supervise and mentor logistics staff at country and field level.
- Organize training on procurement, fleet, warehouse, and compliance procedures.
- Promote team development, delegation, and performance monitoring.Job Requirements:Bachelor's degree in Logistics, Supply Chain Management, Business Administration, or related field (Master's preferred).
- Minimum 5-7 years of progressive logistics management experience, ideally with INGOs in humanitarian contexts.
- Strong knowledge of procurement regulations (ECHO, BHA, UN agencies, etc.).
- Proven experience in fleet, warehouse, and supply chain management.
- Strong leadership, communication, and negotiation skills.
- Ability to work under pressure in insecure environments.
- Fluency in English (written and spoken) required; Dari and/or Pashto an asset.4. Key Competencies- Strategic planning and problem-solving.
