- Lead the planning, coordination, and quality assurance of participant enrollment processes (intake registration), baseline, endline, and GFU data collection.
- Conduct community assessments to identify vulnerable women for the SWSN program and prepare reports for Country Director approval.
- Coordinate closely with program, liaison, and security teams to ensure smooth field implementation of MERL activities.
- Maintain regular coordination with program teams to ensure MERL data informs planning, implementation, and reporting.
- Monitor MERL dashboards to identify data errors, gaps, and areas requiring immediate attention.
- Conduct regular field monitoring visits to assess program implementation and improve MERL reporting quality.
- Support and monitor local partners' MERL activities, providing technical guidance as needed.
- Coordinate consortium-related MERL mechanisms and collaborate with partners across provinces.
- Liaise with the Global Support Center (GSC) MERL team to align Afghanistan MERL activities with global standards.
- Coordinate special studies, evaluations, and research initiatives with GSC technical support.
- Develop and implement MERL strategies, frameworks, and guidelines aligned with organizational priorities.
- Design logframes, indicators, and MERL components for proposals and new projects.
- Develop and maintain data collection tools and ensure field teams are trained on proper usage.
- Lead the implementation and management of MERL systems, including Resco, and coordinate troubleshooting and updates with GSC.
- Develop annual MERL plans, including timelines for assessments and key deliverables.
- Ensure high-quality data analysis and produce timely analytical reports for internal and donor requirements.
- Prepare donor reports, including narrative analysis comparing baseline and endline data.
- Promote learning by documenting lessons learned and best practices, and ensuring their integration into programming.
- Present data analysis and insights to senior management to inform decision-making.
- Supervise M&E Officers and Assistants in Kabul, Parwan, and provide technical oversight to provincial teams.
- Lead recruitment and onboarding of MERL staff and data collectors.
- Manage staff performance in line with organizational frameworks, including goal setting, appraisals, and regular one-on-one meetings.
- Conduct regular departmental meetings and oversee staff work planning, scheduling, and attendance.
- Build team capacity through training on MERL tools, systems, and data collection best practices.
- Support budget planning for MERL activities and ensure effective and compliant budget utilization.
- Review and approve MERL-related expenses in line with program needs and budget allocations.
- Master's degree in social sciences or related discipline, or equivalent years of experience (7)
- Minimum of 5 years work experience in a relevant field (M&E/ field research/ statistics/ cooperative management/ development/ poverty reduction programs and related fields), preferably within the INGO sector.
- Minimum 3 years of experience directly conducting data analysis, either quantitative or qualitative, with demonstrable analysis outputs (e.g., reports, memos, etc.).
- Proven experience of using participatory tools and methodologies for program identification, implementation, monitoring, and evaluation.
- Understanding and experience of gender issues and commitment to addressing gender inequalities in all areas of responsibility.
- Excellent analytical and report writing skills and ability to present complex data and analysis in a clear way; excellent attention to detail required.
- Excellent interpersonal skills and ability to work well as a part of a team and to interact professionally with culturally and linguistically diverse staff and participants.
- Ability to handle confidential and sensitive information with discretion is required.
- Ability to work with minimum supervision and under pressure and to meet deadlines.
- Ability and willingness to travel within Afghanistan and internationally as required.
- High level of fluency in English and local languages is required (speaking, reading, writing).
- Excellent computer skills including working with Microsoft Word, Excel, PowerPoint and Email applications.
- Database management /data entry and analysis experience is required. Experience using statistical software and electronic data collection is preferred.
