- Manage end-to-end recruitment processes for the Country Office in full compliance with organizational policies and standards.
- Act as an HR Business Partner to Hiring Managers by providing guidance on recruitment strategies, workforce planning, interview methodologies, and panel composition (including mixed-gender panels).
- Ensure all recruitment processes are conducted with integrity, transparency, and zero interference, with complete and accurate documentation.
- Oversee and maintain recruitment trackers, ensuring they are accurate, up-to-date, and regularly reviewed for data quality and decision-making.
- Lead the preparation of monthly Talent Acquisition reports and analytics for management review, highlighting trends, gaps, and recommendations.
- Develop and manage quarterly recruitment scorecards to assess efficiency, quality, diversity, and compliance of hiring processes.
- Organize and/or chair written tests and interview panels, ensuring fairness and consistency.
- Ensure all recruitments include mandatory background checks, reference checks, and vetting in line with compliance requirements.
- Support emergency recruitment needs by fast-tracking processes and coordinating timely HR support.
- Explore and implement innovative recruitment solutions, including online written test platforms and digital hiring tools to improve efficiency and candidate experience.
- Review and provide timely feedback on recruitment packages from Field Offices, ensuring alignment with policies and quality standards.
- Support Field Offices in resolving recruitment challenges, including issues related to online recruitment platforms and process implementation.
- Monitor recruitment processes from longlisting to selection, ensuring fairness, transparency, and adherence to procedures.
- Maintain and ensure proper documentation and secure storage of personnel and recruitment files.
- Promote gender equality by ensuring fair opportunities for women and advising Hiring Managers on increasing female representation.
- Support inclusion, diversity, and equity initiatives across recruitment processes.
- Review and address recruitment-related grievances, providing analysis and recommendations to the HR Coordinator.
- Manage and support vetting processes across the Country Office, particularly during high-volume periods.
- Ensure all vetting requests are processed through relevant systems (e.g., ASM, Power BI) in a timely and compliant manner.
- Maintain and regularly update vetting trackers and centralized data repositories (e.g., OneDrive).
- Ensure emergency vetting requests are completed within 24 hours.
- Maintain accurate and audit-ready vetting documentation across all offices.
- Strengthen recruitment systems, tools, and trackers to improve efficiency, transparency, and reporting.
- Provide ongoing technical support and capacity building to Field Offices on recruitment systems and platforms.
- Identify process improvement opportunities and contribute to HR system enhancements.
- Ensure recruitment data is effectively used for strategic decision-making and workforce planning

- Undergraduate degree in Social Sciences, Business Administration or related field.
- 3 years of experience in HR operations
- Excellent customer service skills to provide support to field HR.
- Excellent communication and feedback giving skills.
- Fluent in English and Dari and Pashto.
- Good self-starter with effective time management skills and high levels of organisation
- Collaborative attitude and the ability to work with diverse team.
- Positive, solution-driven with strong analytical thinking skills.
- Advance Microsoft Office skills with a particular focus on Excel.
- Ability to keep sensitive information confidential.
- Ability to travel to provincial offices (20% of the time).
- Experience working in humanitarian emergencies across multiple areas of Afghanistan.
- Previous experience in INGOs, UN will be preferred.
- Ability and willingness to travel within Afghanistan.
