This role will be filled on a rolling basis. We will be actively reviewing the applications as they are received, which means shortlisting and selection may take place irrespective of the deadline. We therefore encourage interested candidates who meet the minimum requirement for the role, to submit their applications as soon as possible rather than waiting for the last moment.Deadline for application: Sep 6, 2025Role Purpose:RCO is expected to ensure timely submission of narrative and financial reports to FAO and monitor compliance with project deliverables and donor standards.As a service provider, MEED is expected to provide weekly updates, highlighting the indicator performance against outlined project targets and activities progress updates. There are other reporting requirements and compliance works to be undertaken. This specifically includes minutes of coordination meetings held with all stakeholders, various narrative reports (interim and a final report), financial reports etc. Specific formats and timelines identified by FAO are to be maintained.Key Tasks and Responsibilities:Reporting :Timely submission of reports with required quality and in suggested formats is the most important deliverable of RCO.
  • Ensure submission of weekly progress report along the project progress photos.
  • Ensure submission of all narrative and financial reports using the template provided by FAO. The financial reports must be sufficiently detailed to allow certification of deliverables and of expenditures.
  • Coordinate with PC and other project team members to collect all relevant details of programme and finance. Human interest stories will be collected at appropriate time.
  • Interim and Final Reports will reflect all activities undertaken along with an itemized “statement of expenditures”. The reports will provide a detailed analysis of the project and lessons learned for drought-related livelihoods interventions, and training support given.
  • Engage with various teams of MEED and ensure good coordination with them. Requirements of statutory compliances to various ministries and donor compliances to FAO will have to be ensured.
  • Under the guidance of PC work as Communication Focal Point. Important components like visibility through photos and videos, as well as Rural Insight Stories are to be prepared and shared.
  • Prepare and submit a communication and visibility plan of this project; and get it finalised after incorporating comments of FAO. Legal compliances and MEED guidelines are to be adhered while using public media and social media.
  • Feedback from project team members, including the access challenges, should be reported under guidance of PC. Access Monitoring and Reporting Framework (AMRF) may be considered while reporting if project team is pressurised that hinder independent and impartial needs assessment.
Support implementing project activities:
  • Extend proactive support to PC in planning and implementing reporting and compliance activities whenever required.
  • Undertake regular visits to field and project sites to support implementation, communicate with beneficiaries and understand implementation details.
  • Support PC in organising technical trainings on agriculture, use of manure and fertiliser, green-house, solar dryers etc., and running of early warning systems.
  • Actively involve in village and beneficiary selection, and explaining the role of beneficiary under various activities.
  • Support PC in identifying areas of improvement, especially in the arena of reporting, communication and visibility.
Compliance and Project Quality Assurance:
  • Understand MEED’s organisational values, goals and strategic priorities. Ensure RCO’s work plan, attitude and behaviour reflect MEED’s ideologies.
  • Read carefully and understand the project related documents, especially LOA, and help PC and other project team members in ensuring all compliance requirements.
  • Support other project team members in sharing reports, photos, videos etc.
Miscellaneous:
  • Comply with MEED policies and practices, especially with respect to PSEA, child protection, code of conduct, health and safety, and equality.
  • Any other tasks assigned by line manager to achieve the objectives of position
Selection Criteria:You will have the following experience, skills and qualifications:Education:Bachelor’s degree in Communication, Social Sciences or Business AdministrationExperience:
  • At least 3 years of active professional and relevant experience in monitoring and evaluation preferably under emergency or post-conflict setting.
  • Experience in preparing reports, communication materials.
  • Experience of managing communication in humanitarian context (e.g. food insecurity, agriculture, livelihood creation, natural disasters).
  • Experience of delivering timely, accurate information presented to agreed format.
  • Experience of coordinating with project team and beneficiary groups in order to collect appropriate set of information and prepare reports/ communication materials.
Technical Skills:
  • Technical understanding of agriculture and allied activities. Ability to conceptualize and deliver trainings to community groups.
  • Fluency in Dari, and Pashto (speaking, reading, writing) and good command over English (speaking, reading, writing)
  • Computer literate (MS Office). Proficiency in Windows Excel and quantitative analysis
  • Good communication and interpersonal skills
  • Strong organizational and team working skills.
  • Cultural awareness and sensitivity about local issues.
  • Proven presentation and reporting skills
OTHER criteria:
  • Ability to work long and odd hours, including weekends.
  • Understand confidentiality.
  • Exposure to local dynamics of different districts in Takhar, and experience of leading projects in those areas will be added advantage.
