- Conduct assessments in collaboration with MAMs, PAMs, TMMs, TPMs, TNMs and medical/protection teams, identifying water, hygiene, and sanitation needs.
- Conduct assessments in collaboration with PMs identifying HFs' and offices' renovation and structural needs.
- Plan how to improve the quality of INTERSOS' buildings according to international health/protection, energy and security standards.
- Assess the waste management system in the HFs and provide recommendations based on findings and appropriate responses.
- Contribute to the development of the project activities and follow up on the workplans, when water, hygiene and sanitation are integrated into INTERSOS' interventions.
- Contribute to the development of the infrastructure works and renovation of the health facilities and offices.
- Supervision of skilled and unskilled labors works, time sheets, payment sheets.
- Provide essential working tools to the skilled and unskilled labourers.
- Follow up on the work progress in coordination with INTERSOS suppliers and contractors.
- Ensure that all rehabilitation works, and security upgrades are done in an efficient, timely, and effective manner, according to international technical standards.
- Have a schedule of WASH activities to be carried out during the duration of the project and communicate with PMs and MAMs/PAMs for monitoring and supervision.
- Conduct field visits rigorously (in close coordination with medical team) and technically monitor the ongoing activities to ensure they adhere to approved design and relevant standards.
- Design and supervise rehabilitation works and infrastructures' improvements and prepare BoQs.
- Design and supervise WASH construction projects and prepare BoQs.
- Work along with the hygiene promotion team (Hygiene Promoters, CSMs, and CBHPs) in all the process of implementation and monitoring of WASH activities with reference to community awareness campaigns.
- Ensure community engagement, mobilization, and participation in all rehabilitation/constuction activities.
- Provide detailed, accurate and timely weekly reports to supervisor on activities, challenges, and areas in need of improvement.
- Ensure regular monitoring of project activities and verify the correct use of project means of verification for the collection of data.
- If requested, participate in drafting new proposals of WASH activities, including the technical descriptions and the budget associated with them.
- Participate in ensuring appropriate information on civil engineering topics for proposals to the donors and internal reporting.
- Draft SoPs on WASH and standards of the infrastructures and energy systems.
- Identify and provide trainings needs to project team with the project objectives lens.
- Provide training, both theoretically, in class, on the job training and coaching to project staff and volunteers if requested.
- Graduate in Engineering.
- Minimum 5 years of professional experience in the construction/rehabilitation sector (i.e., as field engineer, field supervisor).
- Professional experience in the humanitarian sector, preferably with local or international NGOs, is an advantage.
- Strong understanding of the health-related WASH activities.
- Previous experience in staff management and administration.
- Flexibility for traveling to project locations.
- Strong organizational, reporting, communication, and interpersonal skills
- Stress-resilient, able to cope with deadlines and complex problems.
- Ability to work independently and with minimum supervision.
- Good writing skills and computer literacy.
- Fluency in Pashto and Dari, with working knowledge of English (spoken and written), is mandatory.
- Commitment to INTERSOS principles.
- Comply with all relevant INTERSOS policies and procedures.
- Ability and willingness to travel and stay overnight at service delivery points.
- Report writing skills.
- Drafting clear and reliable bills of quantities.
