About Shelter For Life-International:Shelter for Life International (SFL) is a non-governmental, non-political, non-profit and international faith-based organization. It has been working in Afghanistan since 1998 and is presently managing long-term and short-term humanitarian and development programs to the people in need in countries around the world. SFL is currently operational in Afghanistan, Liberia, South Sudan, Senegal and Tajikistan. Our Headquarters is located in Minnetonka, MN and funded by multiple donors such as BPRM, USG, USDA, WFP and FAO. SFL has rich experience and provides assistance in the following areas; Agriculture Development, Food Security, livelihood and emergency, Shelter and Population Settlement, Application of Microcredit, Infrastructure Development and Health and Nutrition.Job Description:Shelter for Life (SFL), in partnership with FAO, is implementing, the Emergency Food Security Project (OSRO/AFG/150/WBK) and the Afghanistan Emergency Food Security Project (GCP/AFG/146/UK) aim to strengthen food security and resilience among vulnerable households in Parwan Province. These projects respond to acute food insecurity caused by prolonged drought, economic instability, and limited agricultural productivity. By providing immediate food assistance, agricultural inputs, and capacity-building support, the projects seek to enhance livelihoods, improve nutrition, and reduce the vulnerability of smallholder farmers and at-risk communities, thereby contributing to overall stability and resilience in the provinceThe Project Manager will lead project implementation, ensure timely delivery of outputs, manage resources, supervise staff, and liaise with FAO, stakeholders, and beneficiaries to ensure compliance with project objectives, FAO standards, and operational proceduresShelter for Life implements safe and PSEA-sensitive human resources practices
and processes throughout recruitment, contracting, and performance management to ensure the safety and well-being of all staff and beneficiaries.Shelter for Life has a zero-tolerance policy on Sexual Exploitation and Abuse (SEA).Job Requirements:1. Project Management
  • Plan, coordinate, and oversee all project activities under OSRO/AFG/150/WBK and GCP/AFG/146/UK.
  • Ensure effective beneficiary selection, timely distribution of wheat Seeds and summer crop packages, certified seeds, milking kits, and establishment of Milk Collection Centers.
  • Monitor and track project implementation, resolving challenges promptly.
  • Ensure compliance with FAO LoA requirements, operational plans, and donor standards.
2. Financial Management
  • Manage project budgets, ensuring accurate allocation and utilization of funds.
  • Oversee financial documentation, ensure timely submission of financial reports, and support audits conducted by FAO and third-party monitors.
  • Ensure adherence to procurement, cost-sharing, and financial compliance standards.
3. Reporting and Documentation
  • Prepare and submit weekly and monthly progress reports with activity updates and photos.
  • Lead preparation of the Final Project Report, including expenditures, lessons learned, and at least three human-interest stories.
  • Maintain all project records, financial documents, training materials, and monitoring data.
4. Monitoring, Evaluation, and Accountability
  • Apply M&E tools and methodologies to track project outputs and outcomes.
  • Ensure functional accountability systems, including complaints and feedback mechanisms.
  • Collaborate with FAO and third-party monitors during project reviews and evaluations.
5. Security and Risk Management
  • Implement FAO Security Risk Management (SRM) guidelines and local SRM Implementation Plans.
  • Develop and update site-specific security mitigation plans.
  • Assign and supervise a security focal point for coordination with FAO Security.
  • Ensure staff awareness of evacuation, relocation, and crisis management SOPs.
6. Safeguarding and Gender Mainstreaming
  • Ensure compliance with child labor prevention, SEA/SH, and GBV mitigation measures.
  • Promote gender equality and inclusivity across all project interventions.
  • Support awareness sessions on protection, nutrition, and safeguarding for communities.
7 Coordination and Stakeholder Engagement
  • Serve as the main focal point for FAO, government counterparts, and community stakeholders.
  • Organize and facilitate trainings, awareness sessions, and coordination meetings.
  • Coordinate with other Implementing Partners, NGOs, and service providers as required.
Qualification/ Requirements:
  • Advanced university degree in Agriculture, Food Security, Rural Development, Project Management, or related field.
  • Minimum of 7 years of relevant professional experience, with at least 3 years managing donor-funded projects.
  • Proven experience in food security, agriculture, or livelihood programming.
  • Strong background in planning, budgeting, and donor reporting.
  • Familiarity with project management tools, financial compliance, and M&E systems.
  • Prior experience with FAO or other UN agencies is an advantage.
  • Knowledge of security, child protection, gender, and accountability standards in humanitarian contexts.
  • Fluency in Dari and/or Pashto; proficiency in English is required.
  • Strong leadership, supervision, and team management skills.
  • Excellent communication, negotiation, and stakeholder engagement abilities.
  • Local candidates will be preferred.
Key Deliverables
  • Weekly progress reports with activity updates and photographs.
  • Timely financial reports and supporting documentation in line with FAO requirements.
  • Final project report, including outputs, expenditures, lessons learned, and human-interest stories.
  • Security risk management plan and compliance documentation.
  • Records of complaints/feedback mechanisms and resolution actions.
  • Reports on training and capacity-building activities delivered to beneficiaries.
