- Provide leadership and strategic direction for all ASLO construction and infrastructure projects.
- Supervise engineering teams, construction managers, and site engineers.
- Ensure quality, safety, and compliance with technical and engineering standards.
- Coordinate with donors, contractors, and relevant government authorities.
- Manage project implementation, including monitoring budgets, timelines, and progress.
- Conduct site visits, technical inspections, and oversight of construction works.
- Prepare technical reports, proposals, and documentation for donors.
- Design and plan new infrastructure projects, including drafting plans and estimating costs.
- Manage multiple projects simultaneously (1-15 projects) within the construction sector.
- Travel to provinces as required for project supervision and donor coordination.
- Ensure all reporting, documentation, and communication is executed fully in English.
- Master's or PhD in Civil Engineering, Construction Engineering, or related field.
- Minimum 8 years of professional experience in construction or infrastructure project management.
- Proven experience in project design, planning, implementation, and monitoring.
- Strong experience with donor-funded construction projects and proposal writing.
- Ability to develop and implement new construction programs.
- Experience supervising teams and managing multiple projects simultaneously.
- Commitment to work with ASLO for at least 2 years.
- Ability to travel to provinces across Afghanistan.
- Advanced proficiency in English, Dari, and/or Pashto (written and spoken).
- Strong leadership, project management, and coordination skills.
- Excellent proposal writing and fundraising capabilities for international donors.
- Ability to create technical designs, drawings, and cost estimates.
- Strong analytical, planning, and problem-solving skills.
