Sensitive information must not be disclosed without proper authorization and must be handled in accordance with organizational data protection standards.Job Description:Position PurposeThe Resource Mobilization and Partnerships Manager will lead ASLO's fundraising, donor engagement, and partnership development strategy. The role focuses on expanding the organization's funding portfolio, strengthening relationships with international donors, and ensuring continuous development of high-quality project proposals.The successful candidate is expected to actively engage with international donors and partners and contribute significantly to increasing ASLO's annual funding portfolio.4. Key Performance Expectations
Mobilize and secure at least one new project within every three months through donor engagement and proposal submissions.
Contribute to expanding ASLO's funding portfolio toward an annual target of up to USD 25 million through diversified donor partnerships.
Strengthen ASLO's strategic partnerships with international donors and development agencies.
5. Key Duties and ResponsibilitiesStrategic Resource Mobilization
Develop and implement a comprehensive Resource Mobilization Strategy for ASLO.
Identify and track funding opportunities from international donors and development partners.
Lead fundraising initiatives to secure grants, contracts, and partnership opportunities.
Provide strategic advice to senior management regarding donor priorities and funding trends.
Proposal Development
Lead the preparation and submission of high-quality concept notes, proposals, EOIs, and grant applications.
Ensure compliance with donor guidelines, technical standards, and submission requirements.
Coordinate with program, finance, and MEAL teams to develop strong project designs, logical frameworks, and budgets.
Maintain a pipeline of proposals aligned with ASLO's strategic priorities.
Donor Engagement and PartnershipsThe manager will actively develop relationships with major international donors, including but not limited to:
European Union
World Bank
USAID
FCDO
Responsibilities include:
Building and maintaining strong professional relationships with donors.
Representing ASLO in donor meetings, coordination platforms, and networking forums.
Exploring consortium opportunities with international NGOs.
Representation and International Engagement
Represent ASLO in international meetings, conferences, and donor consultations.
Travel internationally when required to meet donors and strengthen partnerships.
Organize and facilitate strategic meetings with international partners and donors.
Team Leadership and Coordination
Provide leadership and guidance to proposal development staff.
Ensure effective coordination with program, finance, and operations departments.
Promote a culture of collaboration, innovation, and accountability.
Job Requirements:Education
Master's degree in International Development, Public Administration, Business Administration, International Relations, or a related field.
Experience
Minimum 7-10 years of professional experience in resource mobilization, fundraising, and proposal development.
Proven experience working with major international donors and development partners.
Demonstrated track record of securing significant funding for NGOs or development organizations.
Skills and Competencies
Excellent proposal writing and project design skills.
Strong negotiation, networking, and donor engagement skills.
Ability to develop strategic partnerships and fundraising initiatives.
Strong communication and presentation abilities.
Ability to work under pressure and manage multiple deadlines.
Languages
Fluency in English (written and spoken) is mandatory.
