Our team is driven by a deep commitment to equality and justice, fueled by a strong desire to save lives.Job Description:Position Summary:The Civil Engineer will be responsible for the overall planning, design, implementation, and supervision of engineering-related projects of Qamar Foundation, ensuring compliance with donor requirements and organizational standards.
The role involves technical oversight of construction activities (such as masjids, water wells, schools, clinics, homes, orphanages, and other infrastructure projects), budget preparation, quality assurance, donor communication,
and reporting, while also supporting proposal development and new project initiatives.Reports to: Program ManagerKey Responsibilities:
  • Plan, design, and oversee construction projects in line with organizational and donor requirements.
  • Prepare engineering drawings, technical designs, bills of quantities (BoQs), and cost estimates.
  • Develop project budgets, work plans, and timelines for effective project delivery.
  • Supervise field implementation to ensure quality standards, safety compliance, and timely completion.
  • Conduct regular site visits and inspections to monitor construction progress.
  • Provide technical support and guidance to project teams and contractors.
  • Coordinate with local authorities, contractors, and stakeholders for smooth project execution.
  • Communicate project updates and progress to donors and prepare detailed reports.
  • Ensure compliance with organizational policies, donor regulations, and engineering best practices.
  • Support the development of new project proposals with technical inputs and cost estimates.
  • Maintain project documentation including designs, contracts, and reports.
  • Assess and mitigate risks in project implementation.
  • Additional tasks may be assigned as needed.
Job Requirements:
  • Bachelor's degree in Civil Engineering (Master's degree preferred).
  • Minimum 5 years of relevant professional experience in civil engineering, preferably in the NGO or humanitarian sector.
  • Proven experience in design, budgeting, implementation, and supervision of construction projects.
  • Strong knowledge of AutoCAD, MS Office, and other engineering design and project management tools.
  • Demonstrated experience in donor communication and report writing.
  • Excellent communication skills in English, Dari, and Pashto.
  • Commitment to the mission and values of Qamar Foundation.
