Founded in 2015, our purpose has been to address Afghanistan's development and humanitarian challenges through well-informed and evidence-based solutions, catering to the needs of international development and humanitarian partners.Job Description:About the jobARM Consulting is seeking experienced Senior M&E Consultants to join our team in implementing a multi-year third-party monitoring (TPM) contract for a leading UN agency across Afghanistan's 34 provinces. The successful candidates will play a critical role in leading the design, implementation, and management of monitoring missions to ensure project efficacy and impact.Specific Duties and Responsibilities
- Developing monitoring plans in close collaboration with the client and regularly updating them;
- Coordinate extensively with the client to receive the project documentation including project proposal, logical framework, narrative progress reports, financial reports, etc., for literature review;
- Conduct a literature review of the project documents and prepare an initial brief report about the progress made, key accomplishments, challenges encountered, key stakeholders, etc.;
- Participated in the briefing meeting with the relevant UN agency to understand their expectations of the monitoring missions and improve understanding of the context and the project;
- Preparing inception reports for monitoring missions;
- Developing a monitoring matrix in light of DAC/OECD criteria: Relevance, Efficiency, Effectiveness, Impact, Sustainability, coordination & coherence, and cross-cutting issues (gender, disability, environment, etc.);
- Contributing to the development of contextualized and high-quality monitoring tools (questionnaires, KII and FGD guides, etc.) in line with the monitoring needs;
- Piloting the monitoring tools before embarking on fieldwork;
- Preparing fieldwork schedules;
- Conduct fieldwork and spot checks with the implementation partners (national or international NGOs) to gather first-hand evidence of project implementation;
- Conducting in-depth interviews with the project implementation team members at the national and provincial levels, beneficiaries, community leaders, and other related stakeholders;
- Administering financial analysis of the project to determine its efficiency and value for money;
- Performing robust data analysis to draw triangulated key findings about the project;
- Developing high-quality monitoring reports with a particular focus on using result-focused and gender-neutral language;
- Holding validation workshops with UN Agencies and project implementation team members to validate the draft key findings and finalizing the report;
- Master's degree in project management, business administration, statistics, or any other related fields;
- Seven years of experience in the development sector of Afghanistan with a particular focus on research, M&E, and project management;
- Fluency in spoken and written English, and;
- Understanding SPSS or any other data analysis application is desirable.
