- Overall responsible for the activities related to the Planning, Monitoring and Evaluation (PME) Unit in provincial office
- The PME Officer is responsible to collect proper data and verify according to project deliverables and scope of the project.
- Ensures effective coordination and communication within SAF's departments, units at field office for all the activities related to the data verification.
- Ensure consistency and accuracy of the HMIS data in all HFs of the province.
- To conduct regular performance assessment of the existing situation (HMIS verification, HF functionality, MSS, QQC, QQM, etc…), provide the feedback and develop comprehensive follow up action plan.
- Ensure proper QQM is well implemented in all HFs of the province.
- Implementation of HMIS verification, HF functionality assessment, QQC and MSS checklist in all HFs at least once per quarter.
- Solve and address any data discrepancies between register books and report before TPM assessment.
- Ensure all registers are filling out properly with accurate address of all patient/clients.
- Ensure all HFs in-charge use QQC and HMIS verification checklist in their HFs and collect them on regular monthly bases.
- To establish a well-designed distance monitoring system from HFs.
- Prepares monthly activity reports of the unit and submits it to technical manager.
- Establishes and maintains a proper record keeping and filing system within the PME unit.
- Performs any other related duty assigned by technical manager.
- Collects edits, processes, and coordinates P4P indicators and QQM data in support of a technical team.
- Arranges and conducts field interviews specifically in vignettes as appropriate to the QQM.
- Implement HQIP standards in the relevant HFs according to the HQIP implementation plan.
- Ensure installation of Vignette in all HFs.
- Conduct surveys, interviews, questionnaires and other data collection activities in the field
- Conduct field visit and ability to travel to assigned all districts of the assigned province
- Supervise data collection, identify, document and report issues in data collection including by phone and direct visit from HFs.
- Graduated from recognized medical university.
- At least 3 years' experiences as PME officer/manager.
- Experiences in HMIS field/data verification would be preferable.
- Excellent verbal and written language skill of Dari and Pashto
- Excellent computer skills of MS- Office Package (Word, Excel, Access, Power Point and Publisher).
